Offshore wind contracts abound in November

A significant number of contract notices seeking services within the offshore wind industry has been issued over the past several weeks. The work required spans several European markets and covers offshore investigations, certification services, vessel services, offshore maintenance, electricity output marketing, ecological studies, and others.

France

RTE Réseau de Transport d’Electricité, the French electricity transmission system operator, is responsible for the development, implementation, and operation of the offshore wind grid connections.

RTE is now seeking a certifier for its future offshore platforms.

The scope includes certification of the seabed and soil survey for platform location, certification of meteorological and oceanic data for platform design, certification of the employer’s specifications for the platforms and specific substructures, certification of the detailed design of the platforms, including all equipment, certification of the substructures based on the EPCIC contractor’s design analyses, supervision of fabrication and installation of platforms and substructures, certification of onshore and offshore commissioning and commissioning of platforms, and any other similar certification services.

The tender remains open until 3 December.

The transmission system operator is also looking for a provider of crew transfer vessel (CTV) services during the commissioning of the Fécamp, Saint-Brieuc, and Courseulles / Mer offshore platforms. RTE said that category 2 CTVs or equivalent according to MCA (Maritime and Coastguard Agency) classification with a minimum capacity of 12 seats for passengers, will be needed.

This notice is open until 10 December.

The Netherlands

As previously reported, the Dutch Ministry of Economic Affairs and Climate Policy, through the Netherlands Enterprise Agency (RVO), has launched a tender for geophysical investigations in an extended area in the North of the IJmuiden Ver Wind Farm Zone (WFZ).

This tender is open until 14 December.

RVO is also seeking client representatives for the geophysical surveys at the IJmuiden Ver 5 and 6. Client offshore representatives are to be present at the vessels or site of the geotechnical site investigations in order to monitor the services by the geotechnical contractor.

Europe

Offshore wind developer Vattenfall is looking for providers of geotechnical and geophysical site investigation works for offshore wind farm projects across Europe during the development/construction phase.

The geotechnical and geophysical works under this tender are sought for projects in the UK, Germany, Denmark, France, the Netherlands, Norway, Sweden, and Poland.

Following the tender, which is open until 24 November, Vattenfall expects to sign two-year framework agreements with six contractors, with the contracts having an option of being extended by twelve months two times.

Germany

Energy company EnBW Energie Baden-Württemberg AG is tendering the maintenance services for the high-voltage components of the transformer stations of the EnBW Baltic 1 and EnBW Baltic 2 offshore wind farms in the German Baltic Sea.

A framework agreement will be awarded with EnBW AG for a term of four years starting in 2022.

Trianel Windkraftwerk Borkum GmbH, the operator of the 200 MW Trianel Borkum offshore wind farm, is seeking a direct marketeer for the entire electricity output of the wind farm.

Another wind farm operator, Global Tech I Offshore Wind GmbH, is looking for insurance brokerage services covering the 80-turbine, 400 MW Global Tech I offshore wind farm.

TenneT Offshore GmbH is in the market for a signal testing strategy for the automation of auxiliary systems at the 900 MW DolWin5 grid connection system.

The transmission system operator is also looking for the nature conservation construction supervision related to the onshore cable which will connect the BorWin5 offshore platform to the German national grid.

The Federal Maritime and Hydrographic Agency (BSH) has issued a contract notice for ecological studies of the protected birds and marine mammals in the offshore wind areas N-10.1 and N-10.2 in the German Exclusive Economic Zone of the North Sea.

Poland

And as previously reported in our Premium section, world’s leading offshore wind developer Ørsted is launching a major tender covering the design, manufacture, delivery, termination, and testing of the export cable systems for two wind farms in the Polish Baltic Sea- Baltica 2 and Baltica 3.
