Amid a growing spat over naval contracts, Defense Minister Sergei Ivanov on Tuesday lashed out at overspending at two St. Petersburg shipyards that state arms trader Rosoboronexport is reportedly trying to acquire, and backed the idea of a national shipbuilding holding.
