Three years after the Coastal and Inland Shipping (Cabotage) Act 2003 was signed into law by President Olusegun Obasanjo, indigenous ship owners say they have not benefitted in any way, even as the National Maritime Authority (NMA) said it has worked out a new guideline for the implementation of the law with the Indigenous Ship Owners Association of Nigeria (ISAN). Chairman of ISAN, Chief Isaac Jolapamo, speaking in Lagos recently said that though they have not benefitted from the scheme three years after, they are hoping that the new partnership with the present management of NMA would change the trend.
